Owner, as used in this Chapter, shall be defined as any person(s), corporation(s), partnership(s) or other recognized legal entity, including the legally appointed agents or representatives of any person(s), corporation(s), partnership(s) or other recognized legal entity, who have legal title, or are exercising actual possession, to real property or personal property located within the jurisdiction of the City of La Cygne, Kansas
