(a) From and after the effective date of this section, the City of La Cygne, Kansas, and the Lincoln Township Board of Linn County, Kansas, shall cooperate under the provisions of K.S.A. 80-908 in the operation and management of the La Cygne Community Park.
(b) After the effective date of this section, the ownership of the La Cygne Community Park shall be shared jointly by both the City of La Cygne, Kansas and the Township Board of Lincoln Township of Linn County, Kansas.
(c) The mayor of the City of La Cygne and the trustee of the Township Board of Lincoln Township shall serve as the Board of Trustees having the full power and control with respect to said community park.
(d) The Board of Trustees shall annually determine the tax that shall be levied by the City of La Cygne and Lincoln Township to comply with the provisions and limitations prescribed by K.S.A. 80-907.
(e) The employees of said community park shall be employees of the City of La Cygne.
(f) The Township Board, to the extent same is available, shall be named as “additional insureds” on all policies of liability insurance issued, purchased or otherwise procured in connection with activities at said community park.

The parks and public grounds to be governed and controlled under this article are as follows: The La Cygne Community Park and any other parks that may be hereafter established.

It shall be unlawful to drive or park any vehicle within the foregoing parks and public grounds contrary to any signs or other directions established and posted by the city. The maximum speed limit shall be 15 mph. No vehicle shall travel or be parked except on gravel roadways and designated parking areas.

It shall be unlawful for any person to have in their possession within any of the public parks of the city any intoxicating beverage. Intoxicating beverage is defined as alcohol, spirits, wine and beer containing more than 3.2 percent of alcohol by weight.

Subject to the provisions set forth in Chapter 10, it shall be unlawful for any person to remain in any public park between the hours of 12:01 a.m. and 6:00 a.m. except as otherwise provided in sections 11-206 and 11-207.

Any person, persons or groups of persons may use designated camping areas provided said person, persons or groups observe all general rules and regulations concerning the community park. Fees for overnight camping shall be established yearly by vote of the members of the La Cygne Community Park Board. Said fee shall cover any camping device or vehicle commonly classified as a camper, camping trailer, camping truck or trailer. All fees herein provided for are to be paid to the city clerk at the city hall prior to the use of said facilities. Permits shall be valid for a period not to exceed seven (7) days. Request for permits beyond seven (7) days must be approved in advance by the La Cygne Community Park Board. Receipt for said permit to be presented to any law enforcement officer upon request. The city council may waive any and all requirements set out by this section by resolution for special events. The permit shall be nontransferable.

Any person, persons or groups of persons may remain in a community park after the hour of 11:00 p.m. only after obtaining permission from the city clerk at the city hall.

All permit fees collected under any provision of this article shall be placed in the Park Fund of the La Cygne Community Fund.

The public, at its own risk, shall be permitted the lawful, sanitary, safe and orderly use of a community park for various activities of a recreational nature as herein provided.

The park may be closed at any time for any reason determined advisable by the governing body of the city and the permits herein authorized are conditioned thereon. The governing body of the city reserves the right to block any and all entrances into the community park or any part thereof for the purpose of collecting admissions for any events staged at said community park by the city or any organizations having the approval of said city to charge admissions.
